Trade unions

In Hong Kong, trade union participation rates in the past decade have remained relatively stable, averaging around 20 per cent (see Table 6.5). Yet, the role of the trade unions in helping shape the labour market has hitherto been limited or even absent. This is to a large extent explicable by the feeble heritage of a collective bargaining culture and the virtual absence of a labour cartel system of a ‘closed shop’, as practised by Western craft unions. Indeed, the rudimentary nature of unions’ collective bargaining activities, alongside the absence of an economy-wide minimum wage law, have always been reckoned by employers and the government as the hallmark of Hong Kong as a ‘free’ wage and labour economy.
